Tracks upstream open-runtimes/executor 0.25.3 + the fork's host.docker.internal patch.

Change vs 0.25.3-rvnxx.1:

• getLogs no longer surfaces a misleading Internal server error. (500) while the build container is still starting (cold image pull). It now throws a typed RUNTIME_TIMEOUT with a clear message (Build runtime is still starting; logs not available yet.) instead of a bare \Exception that app/error.php masked. (#4)
